Both ends of the estate, one delivery model

Every large organisation runs two application estates at once: the new things being built, and the systems of record they have to interoperate with. Treating them as separate programmes is what produces integration work nobody budgeted for.

We staff both from the same delivery model — the same definition of done, the same release cadence, the same evidence trail — so a change that crosses the boundary is a normal change rather than a project of its own.
